Throttle Handle frozen in Fast position

Hello, I have a 1967Johnson Seahorse Model MQ-13 9.5 hp outboard that in stuck in the fast postion. The throttle handle will not turn. What is the likely issue with this? Thank you very much!

I have never used this motor. Bought it awhile ago. Was running then.

Have you backed off the idle speed knob ?---Item #19 on parts page ?
