Stuck throttle 2002 Mercury 9.9 outboard

2002 Mercury 9.9 outboard

I let my engine sit for about 2 years, before doing so I took all of the gas out of it. Went to start it yesterday and it started up like a champ on the first pull. Only problem is the throttle is stuck, I can use a pair of plyers and with some muscle turn it back and fourth, but thats it. Does anyone know how I can free this? The piece that is stuck is the actual assembly that goes into the carb that swivels back and fourth.

Penetrating oil,let it soak for a while,apply pressure until it starts to move,then rock it 'til it's free

Put the P. oil on it tonight.
