Steering lever bolt and "Frankenstein" plugs

As a winter project I’m trying to track down steering play on my 2002 Alpha 1 Gen 2. I have the “Frankenstein” plugs installed due to a gimbal ring replacement around 10 years ago. I removed the plugs and can see there is some play at the steering lever location. I want to torque the steering lever bolt. I can turn the steering wheel so the nut/bolt line up great on one side enabling a socket to be used but the other side is very difficult to get at. Is a special wrench needed? Any advice on this situation is greatly appreciated.
