starter rope hard to pull only on one cylinder

I have a 2007 25hp 4 stroke. It idles ok I can give it trottle on ear muffs runs good. take it to the water ru s good until t am almost wide open than starts cooking up until it dies Restarts fine just wont run until i have restarted a few times than kind of clear itself up and idles good again. Did compression check . 2 cylinder show about 100 psi, the the other 180 The one with 180 is hard to pull start very jerky in my hand , cord will come out of hand sometimes. It has been doing this even when motor was running good. Anyone have any idea whatis happening here ? I had been working on the fuel system thinking that was my problem, now looks like maybe motor issues.
