Sound coming from starter possibly DF20?

Just pulled the outboard out of the garage after sitting for a few weeks. Have not taken it out but am getting this sound when attempting to use electric start. Pull cord manual startup it fires up without issue.

Any ideas?

That sounds to me like the starter's engagement solenoid "misfiring" or chattering.

Commonly caused due to a low charge on your battery or poor connections at battery cables and battery.

Try putting a charger on the battery for a couple of hours.
