Shifting

My 9.8 2cyl 4-stroke, 2004 has a shifting problem. When in forward position, I can turn prop by hand and it turns one way but not the other way. example: If I turn the prop, by hand, which should make the boat go forward, the prop turns easy. If I turn the prop to go reverse, it turns hard and turns the engine over. Think it may be shifting rod, but not sure. When in Reverse position, prop turns engine over in both directions. NEED HELP please.
 
First off, always specify exact model/serial for a Nissan/Tohatsu for servicing, not year. You probably have an MFS9.8A2. Those all have ratcheting clutch dogs. Makes shifting to F easier. The prop will ratchet in F but lock into gear in R. That is how they are designed. Yours has worked that way for 14 years.
