runs except when under load

i have a 79 115 johnson took it out a couple of weeks ago and was running fine and then it came off plane and just started plowing through the water. it runs fine at home when under the ear muffs, pulled the spark plugs and the right side if looking at the back of the motor are fine and the left are flooded looking, Bad power pack maybe?

No guessing here !-----------Do a compression test (look for broken rings )------------And check to see if you have spark on all 4 cylinders that will jump a gap of 7/16" or more.---------------------Not much point on replacing a powerpack if it is not the problem.
