reverse issue on 25hp yamaha 4 stroke

my yamaha 25hp 4 stroke may be having a reverse issue it was made in 01-02 my issue is when the motor is off it will not shift into reverse it goes into drive just fine but wont go into reverse im not sure if thats because the motor was off and it needs to be running to shift into reverse im not real smart with motors so i wanted to ask if it is broken and if so what may have broke so i can get it fixed as i am selling the motor

Most motors need to be running to shift.----Or if on a stand you need to turn the prop to get reverse.-----Been that way since about 1950 on most motors.
