repropping help

I have a 2001 optimax 150 that when repropped from a laser 2 23 pitch to a laser 2 21 pitch does not change RPM still 5400. I'm looking to get 5700rpm. Do I have an engine problem or is the pitch simply still too high? Thanks for your help.
