Pull chord locked

I have a 1999 Johnson 15. There is a red plastic part that sometimes prevents me from pulling the start chord (it stops the gears from spinning). Why and what is it?

to keep you from throwing yourself out of the boat when you start it. that should only engage when you have the shifter in gear. if its in neutral and its still keeping you from pulling the cord something is either broken or not adjusted correctly
