Port engine running rough 2

It’s a dumb question but I have to ask.
The owner before me changed from points to electronic ignition, great.
The unit in the boat now is a ML-181. I changed it with a new ML-181.

When I change it I noticed when I took the plate off there was a black ring that rides on the distributor shaft and it was broken in half and all the little magnets were attached to the distributor shaft.

Question: When this black ring broke some time ago, could this have been the problem all this time??

I have not put a load yet but after changing the parts the engine seems smother and not smelling like gas. I hope I can get out next week and test it with a load.

Highly likely.

Those magnets work like the cam the points are open and closed by. If they are NOT in their proper position, the spark for each cylinder maybe early or late.
