Pontoon starts then quickly stalls

i start my pontoon. sometimes it takes multiple starts to get the engine going, but then after 2-5 seconds the pontoon stalls.

all i am doing is, 1) starting the engine in neutral and 2) putting minimal acceleration forward or in reverse.

please help. im not one to know details but any help is good help. please
