Outboard/ boat calculation

Probably posted in the wrong area but I have just bought a Dory which is a 16.5 ft boat without an engine. Is there some sort of formula for boat length/engine weight to find the best engine? I have been offered a Johnson 130Hp which apparently weighs 175Kg but don't know if it would be too heavy. Any help greatly appreciated.

not sure how it works in the UK, but here the coast guard rates HP capacity and weight capacity for boats and every boat should have a tag, usually near the stern. a picture would help. is it a tinboat? but id say just from the little bit of info provided that 130hp is a bit much unless you like doing mach 3 with your hair on fire......
