Onan 6.5 MCCK won't hold load.

I have a 1976 onan mcck marine generator. With a zenith carb. It will not hold a load above 10 amps without slowing down and loosing voltage.
It will shut down if the load demand gets too high.
I read a previous thread here and cleaned and rebuilt the carb with a new kit.
replaced the impeller as to not have any heat related issues.
The gen runs well until a load is applied then it either slows down or quits.
When it hold the load (amps) it is only producing 90 to 109 volts I can fix this by increasing the tension on the governor but then the unit does not go back to idle with no load or when shut off.
if pushed further to say 20 amps it will quit.
I am going to buy a fuel ball and install it to see if it is the pump.
My question is could it be the coil, as the plugs are fowling, also if it is the pump can a substitute pump be used.
Any other suggestions would be appreciated.

If your plugs are fouling as a result of flooding I don't think it is a fuel flow problem. Could be a coil failing under load. My immediate guess is the governor itself may not be working properly. You set the idle at the carb with no load. You set the governor spring tension at full load, not to the voltage, but to the proper Hz. Most times when the governor is set-up correctly you will be at 60Hz and the voltage could be anywhere from 110-130 volts AC. It can be tricky to get both the idle and load rpms set just right.
