OMC Stringer Electric Shift Horsepower Rating?

I have a '72 Seabird with electric shift. The block has been replaced twice and the outdrive has been rebuilt several times.
OMC did both 225hp and 245hp in that year. I am pretty sure it was originally a Buick 307.

What are differences that determine horsepower between the two?
Example: Same outdrive, different gearing? Or completely different engines?

Trying to determine what rated horsepower I am running with.

The engine is stamped TUFM-21? Someone over stamped the last digit, but i think it would have been a C or S, whatever that indicates.
Anyway from my research this indicates 225hp
Looking like a frankenstein.
Any help understanding what determines the effective hp is really appreciated.

Ayuh,..... 2bbl. vs: 4 bbl. carbs,....... Nothing to do with the drive,.....
