New Merc 9.9 - Seems like throttle restricted

Hello, I now have a 2023 9.9 4 stroke Merc. It "seems" like it only will go to 50% throttle when in gear.

The Merc i am replacing is a 1987 2 stroke 8 hp and it goes twice the speed on the same boat.

Perplexed and will appreciate any tips! Thank you!

Thanks. Its a 9 hour return drive to the dealer so I am first trying understand what it may be. Just break in period etc.

I called the dealer left message and VM... They are stacked with work and WI get back to me next week.

I had a new short shaft... Exact same issue... I thought in part to short shaft.

Dealer swapped for 20 inch shaft... Exact same issue yesterday.

Just trying understand the underlying issue

I have a 1987 8 house two stroke and it has like 50% more thrust.... Exact same 14 aluminum boat.

If I put in throttle only... Only did briefly... Way more throttle.
