Motor surging

Hello. I have a 2021 4 stroke purchased new last year. My problem is that when I’m warming it up it idles fine, but when I leave the dock a slow speed it surges until I run it for a while and then it’s ok for the rest of the day. Is this surging normal? I’ve had it to the dealers but it’s still not ok. I’m disappointed because I thought a new motor shouldn’t have this problem. Please let me know your thoughts. Does anyone else have this problem?
