Missing part on VRO pump???

Hey Fam, just yesterday I installed new VRO pump. Leak from bracket by exhaust tube going to carbs (please see photo) shoots out just under silver bracket on 1 side. Missing gasket? 1 screw (same side as leak) just spins and doesn’t lock into place. Suggestions???? https://www.icloud.com/photos/#0fehAF074ZdG0DTe4pVB6wX7g

No instructions, box was unopened and on boat when purchased

I did a VRO rebuild and now the engine short fires and kicks out the starter motor. Removed all spark plug cables and the engine turns over fine. Put the cables back on and agian. Short fires and kicks out starter motor.
