Midrange RPM miss

I have a 1992 200XP Evinrude with a midrange (3000-4500 rpm) miss. It started last fall, so over the winter I pulled and cleaned the carbs. Nope, it's still there this year. I've changed plugs and wires, that made no difference either. The motor idles well, and runs great at WOT, all the way up to almost 6800 rpm.

It doesn't stumble or try and quit when it's missing, but I can hear it, as well my friends on shore have commented on the sound. Am I looking at a power pack issue?

Put a timing light on it and when it acts up look for any black spots in the timing light. That will be your miss. Do this to each cylinder.
 
So you are thinking ignition too. I think I'm just gonna swap out the pack, even though I have to change the stator and timing base too.
