Mercury Outboard Stalling when given throttle

I have a 96 Mercury 15hp 2-stroke that I bought about 8 months ago. When I first got it I put it in a local lake and it idled great. When I gave it throttle everything was fine until about 1/3 of the way then it started to choke off like it wasn't getting enough fuel. I idled back down and everything ran great. I went to take off the next time and when it started to choke off again I pulled the choke about half way and it went on just fine to full throttle. I am kinda new to outboard motors so I am not sure why it could be doing this. I have re-mixed the oil and gas but it does the same thing every time. Any ideas would be great.

Is the tank vent open? If so, the fuel pump might need a rebuild, or the filter cleaned.
