Mercury Outboard Engine 75 HP EFI Four Stroke

Won't crank but gauges showed activity; changed battery assuming it didnot have enough power to crank the engine; started running; put the covers back on; again won't crank - this time the guages show not movement; seemed there was electrical circuit issues; checked 5 AMP fuse seems blown;
