Mercury 9.9 starts then dies after a second

Its a 2021 9.9 mercury, and every time I press the start button on my outboard, it will start for about a second and immediately shut off. I have a new fuel tank with a new fuel supply as well. I just got the motor about 2 weeks ago and it looks fairly brand new, though I don't know if the previous owner had use ethanol or not. If I pull the choke all the way it'll give an aggressive start and then shut off immediately.
 
Stuck needle valve? On my the merc I had I always, always ran the motor dry meaning unplug the fuel line and let the engine run until it stops thereby emptying the fuel bowl and letting the needle valve drop to the open position. If I did not run it dry it was almost a certain the needle valve would stick.. Had to remove the carb, open the bowl, unstick the needle, then put back together.
 
Try tilting the motor to almost horizontal and pump the fuel bulb fuel should run out of the carb, this can unstick a float.
