Mercury 70 hp pop out of forward under load

I have mercury 70 hp serial number 6163158, it shifts into forward just fine and then under a load it pops out. I thought the forward gear was bad and disassembled the lower unit. The forward gear and the clutch are perfect no wear. I have the seloc manual which isn't much help in reinstalling and am wondering if the lower unit or shift linkages was installed wrong. Any help would with would could have caused this and the proper way to make sure the shifter is installed properly would be great. thanks.

The hub in the propeller is slipping.-----Try another prop.

You are 100% right. I put the prop on the shaft and can spin the prop around the hub

Any help with the prop, It off our house boat and isn't in the best shape i believe the number on it is 48-87818-98. I'm not sure about the last 9 and 8
