mercury 4 hp 40 needs choke 1/2 way on to run

bought a mercury 4 hp 40 single cylinder. starts but won't run unless i keep the choke on 1/2 way. Any ideas on how to correct this problem.

Having to use choke clearly indicates that there is blockage in the carburetor and it needs to be cleaned.
