Mercury 2005 8 HP 4-Stroke idles rough

I have the subject motor and it starts right up but idles rough. Also, plugs look like it is running too rich. Seems to be OK on the stand at higher RPM'S. Took the carb off 3 times, disassembled it, and cleaned it along with pushing a fine wire through all orifices. Do I have the wrong Jet Pilot (#10 on the parts page) or is it something else?? Have only had the motor for a few weeks. I see that there are 3 #10 Jet Pilot's. ??????
