mercury 20 hp not peeing

I have a 2018 mercury 20hp 4 stroke. Stopped peeing and impeller was shredded. Replaced impeller, cleaned out impeller debris from intake screens and ran wire up the tell tale. checked thermostat and was fine. Still not peeing, ideas of what I am missing? Thanks
