Mercury 2 stroke 5hp not starting

Greetings all; first post and new to boating...so PLEASE bare with me :)

Picked up a Tracker 12W, 5hp, and new 30lb trolling motor to take my son out on our canals since he is getting into fishing and is tired of fishing from our seawall.

I have a 37-888190-02 2003 Mercury 5hp 2 stroke motor that will not start. Purchased it (used/Facebook Marketplace) about a month ago and have enjoyed it 2 times on our canal in SW Florida. Last outing everything was proper. What I have done:

Gas tank full (properly mixed to 50-1) w/fresh 87 octane and oil
Valve set to internal tank
Was getting spark but replaced it anyhow.
Opened the carb and the nozzle was proper as well as the gas bowl, but cleaned both out just in cast. Floater was removed and all proper.
Deadman cord (not sure the proper name) attached.

I noticed that the flywheel is pretty rusty so I took some sand paper around the edge of it to clean it up a bit, not sure if this is a factor or not.

Anything else I am missing to troubleshoot this motor?

Now to add to the no start issue:

#1 I snapped the head off the screw on the bottom of the carb while loosening it to make sure gas was getting to the bowl, so that will need to be replaced (already removed the threaded piece w/no damage to threads. Might this be a West Marina purchase or need to source elsewhere?

#2 The plastic piece for the shift linkage (I assume its called that) broke; need to locate this guy.
