Mercury 15hp (2cyl) (4stroke) EFI Outboard Help

I have a 12ft Carolina Skiff with a Mercury 15hp (2cyl) (4stroke) EFI. The stream has been weak out of the tell tale even after replacing the impeller, flushing several times and using a pipe cleaner to clear obstructions. Any suggestions? Additionally there is a gear lube leak at the top of the LU between the LU and the water pump housing plate. I replaced the gasket but it still isn't creating a good enough seal. Looking for any suggestions thank you.

Water pump housing doesn't seal oil. There is a seal on driveshaft under water pump . there is also a seal on shift shaft that can leak. Remove lower unit and pressure test lower unit. Use soapy water in spray bottle to find leak.
