Mercruiser Outdrive Sloppy

3.0 L Mercuriser 650 hours. Outdrive is sloppy, 5"-7" of play. Doesn't grind, works fine. One mechanic tells me I need new outdrive $3,500, another suggested I adjust linkage in steering. Any suggestions. Engine, tilt, runs fine. Only a problem at slow low, idle speeds, wanders.

where is this play sideways with the drive fully down?

Only when motor is down. Boat is in Largo, Florida, high and dry.
