Merc 25hp 2-Stroke starting issues

When I try to start my 25hp it sounds like it engages the flywheel, stops, then turns it and is very hard to start. I've rebuilt the carb, taken apart and soaked it, installed new parts...new plugs...set the timing. When it is warm it starts, just doesn't sound right. When it's cold it's a bear to start.

I assume your battery is fully charged and all connections are clean and tight?

If so, you might try rebuilding the starter. A drop of oil on the bushings and sanding the commutator with fine sandpaper does wonders.
