Mariner 30A belching gas out of spark plug holes

689-409506 belching gas out of spark plug holes. The float floats and is level with the carb upside down. Looks like someone put a kit in it. Has recently had a new fuel pump. Has a new specter 6 gal gas tank. Just outside the tank the fuel line is choked back down from 3/8" to the original 1/4" size fuel line/primer bulb. I did notice under the main jet someone tried to take the main nozzle out unsuccessfully. Any idea what could cause this massive amount of gas passing through the engine? O yes. Someone did take the original fuel filter assembly off and put what looks like a lawn mower filter on it.

Obviously the plugs are out and just cranking the engine a lot of gas is coming out of the plug holes.

Gotta be a stuck float or a ruptured fuel pump diaphragm.
