lower unit problem?

I have a 1994 FourWinns Sundowner buddy cabin with an OMC Cobra Stern Drive. I live in the mountains and prior to winter, everything was running just fine. I winterized the boat and put it away. I just took it out for summer and everything started up just fine, however, when I tried to test the drive, the propellor would not spin in forward or reverse. The linkage is in place and is operating, I can see it moving into position. I did notice it was hard to push the selector forward and in reverse. Can someone tell me what might have happened over the winter that would cause this?

Shift cable rusted and broke? Maybe that's why it was hard to shift to start

I don't know about the shift cable I'll have to look at it but it seems to be working because with the engine cover removed I can see the linkage on top of the engine moving at the same time.

disconnect shifter cable from engine to see if problem is in control box or linkage on motor or cable from box to engine.
