9 times out of 10 when a Merc lower unit is put on and doesn't shift properly, it's a misalignment problem. You have to align the shift rod in the unit with the shift coupling in the midsection with both parts being in the same shift postion. I usually try to do them both in neutral, as it's easy to find (prop spins freely).
