low fuel pressure

I have a 1998 mercruiser 350 Mag MPI. I checked fuel pressure at rail and when i key on it goes to 10 psi. Start motor and rev and it slowly rises to 25 psi. Manual says it should be 30 psi. Boat runs fine but I have lost top end speed over the years, wondering if it is fuel related. Any ideas?
 
inadequate fuel pressure = not enough fuel = lack of power...and if you try to run it like that for long enough = damage due to the lean condition
 
yes it could be a bad fuel pump, could be dirty/clogged fuel filter to.. or dirty/clogged Anti-Syphon valve in the fuel tank, fuel pickup hose .. Water in the Gas will also cause the engine to loose power. check your fuel/water separator filter.
