Johnson J90TLESB Starter Replacemt

Hello All - I am having a challenge, hoping it's an easy solution and one of you can give me some guidance. I am replacing the starter in my Johnson 90 VRO, 90HP Model No. J90TLESB.
The bolt on the left side will not fully extract because it is blocked by a housing and I am not sure what it is. How do i get that bolt out? I assume I need to remove whatever is blocking it but I am not sure. Any advice is greatly appreciated. TIA

Yes you have to remove the VRO ( automatic oil injection ) pump.-----Careful as it is an expensive item.-----Those starters are easy to take apart for repairs / inspection.----I would inspect first before ordering a new one.-----Installing a used one ?----Inspect it first !
