Is my outboard mounted correctly to the transom?

I just had a 2022 60hp 4s installed and they didn’t use and washers under the locking nuts. What do you guys think is this ok or should I ask them to put washers on?

Stainless flat washers SHOULD have been used.

That is not correct....Washers go on the inner transom side ...not on motor side

So nothing but locking nuts on the outside? Is that industry standard?
