In gear throttle won’t go fast

Hello,
I have a 2006 25hp Mercury outboard on my board and I’m having some troubles with the throttle. While I have my boat on the trailer and am running water with a hose I am able to give throttle and it revs up nicely however when the boats in the water and I put it in gear my top speed is about 3 knots. I’ve tried adjusting the throttle cable to see if that’s the problem but it didnt seem to change much other the the ideal.
What are some things that can cause this?
 
It only sounds good on the trailer.----Proves nothing.----I say that it is running on 1 cylinder.----Test for spark on all leads.
 
Ok thanks for the advice, I will definitely check the leads on all the spark plugs. Is there anything else that can cause this? I was originally think it might have to do something with the throttle cable or idle
