HP ???

i have an 1980 johnson 25hp and was wondering why or how both th 25hp and 35hp are both 521cc's but have a 10 hp difference?

Piston size is the same ( you said 521 cc )------They use different carburetors and air intakes.----------Easily checked on this site----boatengineparts---------Or on ---------shop.evinrude.com
