How to properly set the idle

I would like some advice on how to properly set the idle on my 1989 Evinrude 110 V4. The carbs were rebuilt about 3 months ago so they are clean and ready to go. The correct idle speed for this motor is 600 - 700 RPM's, but our RPM gauge doesn't work. If I am correct, with the boat in the water and in neutral, we can turn the idle down to where the engine starts to run rough, but we're not sure how much the turn the screw back up from there. Any advice is appreciated.

I know I've gotten a lot of help from many of you here with the overheat problem we had for two months, and I just fixed a tilt/trim problem as well. I would like to spend a little time enjoying this boat before I make the next round of new part purchases! Thanks again!
