hot/warm restart either hard or impossible-- 60hp evinrude 1989

Carbs rebuilt, new plugs and wires, new gas, new reed valves. After running for ten minutes or more it will start soon after I shut it down. But, if I wait for five minutes or more the motor will not even act like it wants to start. Once it totally cools down it will start good and run fine unless I once again shut it down, then the same thing over again. Any ideas? thanks CC

What does a timing light show when warm and " will not start " condition exists.------There is a service bulletin on a cooling system modification on that motor. ---Has it been done ??
