I have a 1982 johnson 70hp (j70elcnb) that I attempted to start after sitting for 10 months while doing a complete gut and rebuild of the boat. When I attempted to start it I noticed after several attempt the starter was turning slowly and it and the positive battery terminal was pretty hot. I checked the battery cables and they were cool. I checked the engine wiring for shorts and checked the engine fuses but found nothing out of place could it just be dirty connections.

Absolutely. Heat is caused by high resistance. Remove the battery cables from the battery and clean the corrosion out, getting them shiny clean. Reassemble and securely tighten.
