Honda 130 Balancer ?

Is the intake balancer belt pulley press fit onto the shaft? If so, does it press on the shaft until it is flush with the end of the shaft? Thanks. My pulley has walked off the shaft and torn up the belt and worn a hole thru the timing cover. I purchased this engine used and the service history is very vague.
