hole in foot

image0 (4).jpeg my engine, 1978 Johnson 25E78C 25 hp engine runs fine but there is a hole in the foot (see photo) where black oil comes out. Is this normal? Engine is recently acquired. Any suggestions? Click on photo to see it in proper orientation.

The question is asked about 2 times each week.-----Normal.-----Pressure test the gearcase.----Make sure no water gets into the gear oil.-----A " new to you motor " needs a new water pump impeller too.
 
The reason for the hole is to allow water to escape the housing to prevent damage from ice expansion during freezing conditions that could split the housing. Additionally it will allow residual exhaust gas/oil mixture to also drain through that hole. Most causes of excess oil discharge are a rich mixture setting, excess oil in the gas/oil mix in the fuel tank (in excess of 50-1 mix) or extended idling or trolling, all of which can be easily cured.
 
Interesting. Why is there more exhaust sludge when it runs cold .

Is it just unburnt fuel and gas
