I found one of my high speed jests backed all the way out on my 1995 150 Johnson would this account for lose on top end speed

Did it fall out? If so, you would have overloaded that cylinder with too much fuel.

The newer motors had drain plugs modified to prevent issues with this.

yes it was just laying in the hole behind the drain plug not screwed in at all

Consider getting the newer drain plugs.

Common problem..exraggerated more with a 4 blade prop for some reason
