HELP! What is this part that fell out of my 1986 Mercury 115hp???

Hello everybody, new here as a poster, but have been browsing for a while. I am just finishing up a cylinder 3&4 rebuild on my 1986 mercury 115 "tower of power". After hooking up the wiring, I was testing the trim and tilted the engine all the way forward and this "spare part" fell out! Heck, I don't even know if it goes to the motor or if it was something loose inside the cowling (I bought the motor needing a rebuild.)
I just can't place where this would go... Is it a carb piece? I've worked on a lot of engines, but not boat motors, and this has me stumped. Any ideas? I really don't want to tear it down again if I don't have to...

Yes, from inside the fuel connector fitting. If it were missing from the connector the only thing that would happen is fuel would drain out from the motor every time the hose is disconnected.
