Help Identifying Motor

A friend of mine has sold me her late husband's 15.6' gheenoe and 4 hp yamaha 4 stroke engine. She thought the engine had been winterized a couple of years ago.

When I retrieved the engine and boat, the boat was in good shape. Unfortunately, the engine still had gas in the tank (ugggh!) and the last year of the boat registration sticker was 2011, leading me to believe this has been sitting for 7 seasons.

The motor does not have the identification plate on it any longer, so I cannot figure out what year it is.

I'm not even going to try and start it until I can get some things done to it.

My list includes:
1) clean out all the mud dauber nests,
2) remove/drain/clean the on-board gas tank and lines.
3) replace the spark plug and broken spark plug wire
4) clean the carburetor (or do I have to rebuild it)?
5) replace the lower unit gear oil.

Is there any other items I should put on my list?

Rather than throw good $$ after bad, do you think the juice is worth the squeeze?
