General Water Pump question

I was wondering if I could get some feedback on how much water should come out of a water pump. While trying to find a low flow problem in a 30 hp Merc 4 stroke, I am at the beginning again looking at the waterpump. The lower end is in a test tank and I am spinning the output shaft with a drill, the water is shooting up about 2-3 inches; without a pipe installed in the water pump. Has anyone tried this and seen how high the water goes?

I can get up to 2,100 rpm out of the drill. After attaching a clear hose between the waterpump (in the lower end sitting in water) and the discharge tube in the drive shaft housing, I could see the water entering the motor. The water exited the driveshaft housing through the bottom, but none gets diverted to mix with the exhaust and form an indicator stream. It is the indicator stream we are after.
