Gear wont shift

-I have a 9.5 Evinrude MQ-13 1967 the shifter won't shift into neutral nor reverse.
-there is water coming from around the starter.
-im looking for a carburetor kit for that motor. It has a spitting sound on low and hight rev
 
Shift rod connector probably is not connected. Remove lower unit and looksee.
There is a gasket under the top starter bearing plate.
Should have carb kits here at this website.

I did install a new impeller, I did reconnect the shift rod, the one to the brass connector with the two screws.
 
Okay I just reinspected the lower unit. Lol the brass piece was laying to close to the side of the housing, it wouldn't go in either direction up or down. I also took off the top part of the carburetor and sprayed it with carb cleaner. That made it sound much better. No more spitting. Now I have to get the gasket for top of starter. I'm hoping that all I have to do is with that is take the two screws on top of the starter
 
What is the kit # for the carburetor MQ-13 9722m 1967, I have Champ Spark plugs J8C, what is the gap ? These are the plugs that was already In it when I got it. I hope I have the correct plugs
