Where are the fuses located for a 1999 20hp?

I don't know. I would assume that you would locate your starting solenoid and check at the input terminal stud which is your 12V distribution point on engines with which I am familiar. Follow the red wires emanating from that point and one of them should contain your fuse. Fuse probably is in a black rubber container, with a cap you remove to access the plug in fuse. Amperage rating stamped in the top of the fuse.
