Any electrical experts out there?

1994 Mariner 60hp three cylinder two stroke

I have been rewiring the starter circuit and tilt and trim circuit from front to back and this has been successful except for one possible problem.

When I operate the tilt/trim either from the controller or the switch on the side of the motor the starter motor is operating slowly but not enough to engage the flywheel. It seems to be drawing about 3 volts. Is this normal?

I have kept the wiring to a minimum using a new ignition switch and solenoid and it seems to operate as it should in all other ways
 
Check your grounds, it sounds like a poor ground is causing the juice to feed back through the starter. The electrons have to go somewhere to get back to the battery, if thay can't go through the proper wire they will go through whatever they can, makes for some interesting symptons.
